Dear Prime Minister,

The Landowners of Renfrew County and Landowners of Ontario organizations have been hopeful of a course correction as it applies to the rights of Canadians to own and use private property. However, on April 7, 2025, at your press conference you announced your intention to maintain Justin Trudeau’s “30 by 30” slogan to conserve 30% of Canada’s natural heritage by 2030, and to reclaim 30% of land that has been developed.

During your announcement you said, “In the past decade we have expanded protected areas from 1% to 15%, and protected waters from 1% to 17%”. Recognizing you have lived much of your life outside Canada, you may not be aware National Parks in Canada existed before the Liberals returned to power in 2015. According to your own government, in 2015 Canada had conserved 10.1% of its natural habitat, up from 7.1% in 2005. As of 2023, that number had reached 13.7%. The administration of Justin Trudeau conserved as much land as the government of Stephen Harper did.

Presently, you are claiming that with the help of Artificial Intelligence (AI), and perhaps with the help of a lucrative AI contract to Liberal insiders, your Liberal Government will reach 30% by 2030. Claiming twice as much can be achieved in a quarter of the time is not credible. The adoption of simplistic slogans such as “30 by 30” as policy, tends to raise unrealistic expectations.

Canadians are concerned over your promise to fully implement the Kunming-Montreal Global Biodiversity Framework. Aggravating the situation is the fact that treaty negotiations were led by your “proud socialist” Minister of Canadian Identity, and the Communist Party that controls China.

In the aforementioned announcement you spoke on just one of the 23 targets your government committed to, specifically Target 3. That is the protection of 30% of the pristine Canadian natural habitat by 2030.

The omission in mentioning the first two targets indicates you well understand they will not be embraced by landowners. As you know, the first target requires the establishment of conservation areas across all of Canada. The second target calls for the restoration of 30% of “degraded” land to a natural state by 2030. Your commitment to the first target indicates your “build, baby, build” slogan is meaningless. Nothing will be built.

The commitment to the second target undermines the economic credibility your government is seeking to establish. Did you know what it will cost to reclaim 30% of developed land in Canada when you made this promise? If yes, it is imperative that you state the amount a plan to keep this commitment will cost. If the answer is no, it would be remiss to commit Canada to a treaty you do not understand.

During the Leader’s Debate, you claimed you write your own talking points. That is an admission you intentionally misled Canadians when you claimed only 1% of Canada had been conserved ten years ago. I would respectfully request that you set the record straight and come clean with taxpayers. Provide the nation with honest answers outlining the way you plan to expropriate 30% of Canada’s developed land by 2030, and state the amount of money all this will cost.

Sincerely,

Cheryl Gallant, M.P.
