There are very few changes between the original Letters Patent of incorporation of the OSPCA from 1913 in comparison to today’s act. With those changes the OSPCA Act is unconstitutional because no one knows if they are or are not breaking the law and there is no definition of “distress”. A law that no one can understand is no law at all.
